GSM based device status with battery charger

Hello
can any one design a circuit and make the coding for the following
i would like to connect a microcontroler to GSM module like (http://www.ebay.in/itm/SIM300-SIM-300-breakout-module-with-TTL-for-GRPS-GSM-SMS-/271213253611?pt=LH_DefaultDomain_203&hash=item3f2591d3eb&_uhb=1#ht_3219wt_999)
there will be 4-8 outputs on the PIC
the pic will have a 24v voltage monitor based on battery voltage it will start charging the battery(will just switch on a Relay and supply power to battery) and auto switch off charging when battery is charged
i should be able to connect to the GSM and check status of the battery voltage and each of the 8 output port(high or low)
also i should be able to toggle the state of each output
i should be able to forcibly start charging the battery(should stop charging once battery is full)
Please if anyone can do this help me out

We only help you to write code You need to post your code whatever you've written. If you have not started yet then better you start writing it. make your voltage monitor work first before you go with GSM. are you planning to use SMS?
