i am trying to study about PIC
which IC is suitable for beginners (while considering cost and simplicity ) ?
please show me a suitable circuit for IC burning using parallel or serial port

I'd recommend experimenting with the PIC16F84 or the PIC16F877. You'll find innumerable tutorials & start-ups everywhere on Google to help you out.
Regarding the programmer, my advice will be to go ahead and pick up a PIC Kit-2. They're pretty cheap on the market these days.
