help!! eeprom

its strange ,
i switched off the power supply and turned it on again, and then the rom works.

im tired of checking 32 closely packed thin wires one by one , so i use a serial eeprom instead, and the serial eeprom was not working because i forgot to give delay

ok well strange things happen with electronics get used to of them
