It should be okay, assuming the haserver is at the usb modem end.
Also the IP will change every time you connect using a dial in.

IP change thing you can handle using dyndns. check dyndns.com

it is of server.... to get your server ip use a command in cmd .... ipconfig/all and to get your external ip go to whatismyip.com

Hello sir. I am working on the Home Automation project for my senior project. Are we suppose to use our IP address when we use telnet. I used my IP address on my command prompt and The HA server ask for the password. When I inserted the password, I was able to connect. I wanted to make sure I've done it the right way. Also what should be the appropriate port number to use when connecting? Thank you.

Yes you did the right way. and port is same as what you do keep in the setup. if you want to use default telnet port (23) then you have to do setup accordingly.
